The Armed Forces have never been isolated from the society that sustains it and for the interest of which it serves. The close relations and interrelations between the Armed Forces and the society, however, do not emerge naturally, without special effort from both sides. In the modern world the long-term tradition of the Armed Forces to base its operation on power, order, and hierarchy sooner or later encounters the principles of the priority of liberal law, human rights and conflict resolution by peaceful measures that are characteristics of democracies. Thus, each democracy continuously searches for proper ways and measures to control and decrease the tension that is always in the air.
